　　中新网成都1月24日电 (贺劭清 王鹏 王利文) “《欧盟电池和废电池法规》的实施，将导致中国电池进入欧盟市场成本增加、难度加大，对四川电池产业链产生巨大冲击。”四川省政协委员、九三学社社员、西南交通大学前沿科学研究院院长杨维清23日晚在成都表示，建议四川主动出击，全力推进“电池护照”相关数据工作，同时引导企业理性看待《欧盟电池和废电池法规》带来的机遇与挑战。

　　中国人民政治协商会议四川省第十三届委员会第二次会议正在成都举行。23日晚，新闻媒体联合采访各民主党派四川省委会、四川省工商联和无党派人士。杨维清分享了九三学社四川省委会在今年四川两会带来的集体提案《关于打造“电池护照”厚植我省电池产业绿色本底的建议》。

　　据了解，2023年8月17日，《欧盟电池和废电池法规》正式生效，对废旧电池回收率、再生材料使用率、碳足迹等提出要求，规定欧盟市场上容量超过2千瓦时的动力电池和工业电池，自2026年起，必须具备可记录电池信息、原材料信息、ESG评价、供应链数据等多项内容的“电池护照”。欧洲是中国电池产品出口主要市场，四川是中国锂电大省。

　　杨维清表示，目前中国绿电交易只覆盖光伏、风电两种发电形式，操作层面水电尚未纳入其中。随着《欧盟电池和废电池法规》实施，中国水电“入绿”的进程必然加快，四川应继续向上积极争取把四川纳入水电绿色交易国家试点，将水电纳入绿电交易、绿证交易范畴。

　　杨维清表示，鉴于“电池护照”数据完善工作量巨大，四川应强化算力引领，建立四川电池碳管理区块链数字化平台，实现产业链端到端全程监控和产业综合管理服务；结合碳方法学追踪和管理碳排放，实现产业链及碳排放的可追溯，全力为接轨欧盟碳足迹数据管理提供服务。

　　在杨维清看来，《欧盟电池和废电池法规》短期内将带来一系列新的挑战，但同时也将加速四川电池企业向低碳、零碳的生产方式转变，推动动力电池回收利用技术、机制、数据统计体系更进一步，供应链更加开放透明。四川省级层面应加大对电池原材料加工、电池关键材料、电池生产以及电池回收等环节的管控，打通产业链的上下游，避免盲目引进、盲目生产，导致生产过剩、效率降低。(完)
